In all probability, yes, though there are several very similar species (not yet found in HK) that might occur.

Uraniidae, Epipleminae - Phazaca sp. nr. kosemponicola

This species had been tentatively identified in my thesis as P. leucocera, but corrected by Yen Shen Horn (Sun Yat Sen Univeristy, Taiwan) in 2004.

This moth was found at Tai Po Kau, HK on 14 June 2011, ws = 1 cm.

might be worth checking your ruler, unless this is a dwarf individual of the species!

Didn't have a ruler with me, but my estimate is not that far off from what I remember; certainly less than 1.5 cm!

update - this is an unidentified epiplemine, I've currently assigned the morpho-species label Epipleminae sp. B. Might be a Phazaca but also has some similarities to other genera.
Note there is no dark brown banding on the hindwing.
