Abstract:
Public participation in policy making process is encouraged in democratic society. Citizens are given channels to understand the current situation and express views on that. However, it always come to a perplexity that not every participant will be satisfied with the public engagement. In the case of Hong Kong, protest is often reported during public engagement events. Does it the matter of low engagement level and the lack of evaluation on the engagement quality in Hong Kong? Or on the other hand participants bear unrealistic expectations when joining the engagement event?
Taking controversial land planning and development issues in Hong Kong as case studies, this study is going to construct public engagement mechanism in Hong Kong by adopting both qualitative and quantitative research methods. By understanding the dynamic of different variables inside public engagement, it provides insight to define the beneficial role of public engagement. Finally, this study will try to optimize the normative evaluation framework that fit to the local circumstance.

Mr. Lo joined The Kadoorie Institute in 2013 after graduating with a Bachelor's Degree in Ecology and Geography from the University of Hong Kong.
